Yes, that is exactly what you do. Rebuy constantly and shove any reasonable hand until you have 20K chips, then shut down completely until after the rebuy period is over, and after that you can play normal poker, and if you are a decent player, you have a good chance to win.
There are all kinds or weird and wacky tournament formats on RP and each one has its own quirks that you need to work out to have a chance of winning.
