Okay–it looks to me like the cover for a thing, but perhaps not the thing itself.

Looks like the bottom is something you twist - so the top part is a cap, you take it off, and twist up whatever is inside. Glue stick or lip balm maybe???

Balance weight from a sash window. Old wooden windows could be heavy to operate so these weights were hidden in the frames and attached to the window sash by a sash cord. The number on the front indicates its weight and one would be placed in the framing on either side of the window. Ofter called a sash weight
