I don’t think the base is absolutely necessary. What’s important is the positioning of the pegs, always in some configuration of the six wholes, two columns across, using any number of the pegs in varying shapes.

This really is a hard one–The device is something very rare, although what it represents is seen in all public places (although in miniature) around the world, for use by a specific sub-set of the population.

Elvoid, your post is the first correct one, so you get the big prize: My highest praise! Well played. My grandfather lost his eyes–detached retinas–around age 50. He was an avid reader, so his first goal was to learn to read braille, which he succeeded in doing. This was the device he used to practice initially.

Alright, new item, again with the binoculars for scale. My husband says this one will be way too easy. You all earned an easy one! (I wouldn’t know what it is, but that’s not saying much. lol)
