In the 1800s, Mississippi riverboat gamblers often lived on the boat, so the boat was their house. They started saying “full boat” to reflect this.

Slightly true but no more than that. The opposite is much closer to the truth. Boat captains were chosen for their good character (puritanical) and social connections.Gamblers were considered sinners and were denied boarding using the excuse “full boat” sending them back on land to play in the local saloons and gambling houses already full of gamblers and thus giving rise to “full house”.

Many saloons and riverboats ran gambling operations, and made a nice profit from them. One doesn’t set up a gambling parlor and then tell the gamblers there’s no room.
