Can anyone tell me what is considered medium and high stakes are?
I’m guessing 5/10 is low but where does medium start?

The stake ranges for this promotion are:
Medium: 100/200 - 1K/2K
High and Elite: 2K/4K - 500K/1M

You can also just reset your filters to only show Medium NL. That is what I do during a promotion. It keeps me from joining a PL game when only NL counts or vice versa.
