Interesting hand. Would love to know the stack depths. I agree that the shove was an easy decision in that spot, with 15BB. In a single raised pot vs someone opening maybe 15-18% of hands UTG (if really loose), AQs is enough ahead to be strongly cEV+ here. Since the bubble had broke, play should have loosened up quite a bit, making AQs even stronger than normal vs the UTG’s expanded opening range
My eyes would have been on the cutoff flat. That should have been a strong range but one you are still way ahead of. Maybe he flats with a 10% range, consisting mostly of medium pairs, with some AA/KK/AK thrown in to trap. The really curious play to me was the BB just calling there, unless he had a huge stack. 99 after an UTG open, a CO flat and a BTN shove is usually not a call. If the initial raiser had a hand and 4-bets, 99 just set 15BB on fire. Same thing if the CO was trapping, hoping you or another shorter stack would shove. At best, 99 is flipping vs the shove and that assumes it even gets to see a flop HU. If he gets called/ 4-bet and sees a flop, he’s out of position with a hand that can’t take pressure unless it hits a set. Just really not a fan of that call unless there is other info to support it.

100% 99 is a fold in the sb facing that action. Even if he barely covered the 15 bb effective stack. Which is the only time he wouldn’t need to be closing the action. With 3 stacks showing significant interest this should be clear cut, but hey, Poker is dead they say.

not so well unfortunately @yiazmat. I busted in the first day in a PLO hand. I flopped the nuts flush and got beaten by a full house on the turn. We went all-in on the flop. The player had a flush to the queen plus top set. He hardly could fold too. 
I also played a $500 tournament at the Venetian Casino. I finished 25th out of 650+. I busted with AK vs QQ. This was the coin flip to win to reach the final table. Next time!

If I remember well, the BB had to put more than half of this stack to call so he made a bad call here imho. As you said, he was lucky to end up in a coin flip and heads-up here.

sorry to hear about the results, but in both cases you can’t fold your hand anyway. as for the information i have, it seems you played it fine. hopefully better results next time.
but also have one question: finishing 25th out of more then 650 players sounds like you should have cashed. was it a super top heavy payout structure?
Do you remember the exact hand? If you have a flush to the Queen at the flop, you cannot also have top set, as top set would involve cards from three different suits.

Congratulations on your fantastic finish in the $500 tournament, but were there 24 players on the final table, or did you mean the prize money only start at 24th place out of 650+? On RP poker you will find 15 places paying out in a tournament of only 70 players, so a very different awards structure.
AK/QQ has been the ruin of many a poor boy, I know because I’m one. I fear both of those hands,but when you are short stacked and need to shove/steal it is hard to find anything better.
@MekonKing, we’re talking (PLO = Pot Limit) Omaha, not Texas Hold 'Em. You can definitely have both top set and a flush.
Example: Board is 2 
6 T , and you hold 9 T

Q . Boom, top set, and queen-high flush. Behind at the moment to a hand like A 
A K 3 , which has the nut flush, but if the board pairs on any street, top set becomes a boat or quads and takes the hand.
