99 has made a hand sometimes jokingly called “3 pair”

But unfortunately in Hold’em Poker your hole cards and the 5 community cards are combined to create the best 5 card poker hand you can. The best hand 2 can make is Two Pair of Jacks and Tens with 9 high. 1’s hand is Two Pair of Jacks and Tens with Ace high, which beats 2’s slightly. Such a situation is referred to as having been “counterfeited”, because despite having a pair in your hand when your opponent did not, there was a higher two pair on the board which made your hole pair not relevant in deciding the winning hand.
